The dollar cap instituted in the previous agreement is continued in the new agreement. The cap has achieved its intended goal. It has held down City costs and provided both parties with incentives to be efficient in the use of labor. At the same time, Folklife has aggressively sought voluntary contributions from festival attendees in order to make ends meet, while still keeping the festival free to the public.
The new agreement continues the traditional level of City support for the festival, which together with sponsorship, voluntary contributions, and performers giving their time without charge, enables Northwest Folklife to continue to present the festival at no charge to the public. In addition, Seattle Center provides for garbage disposal and transfer of recyclable materials. The Center also provides the use of the grounds and facilities at no cost, including up to approximately parking spaces during the festival for festival volunteers, performers, donors and staff.
City support for Folklife is partially offset by revenue from parking, monorail, and Center House merchants, as well as from the local spending and tax revenues from the thousands of visitors who come from outside the area each year to attend the festival.

This legislation authorizes a three-year agreement between the City of Seattle and Seattle Out and Proud, the nonprofit corporation that produces the annual Seattle Pride Festival, for the presentation of Seattle Pride Festivals at Seattle Center in , , and The Seattle Pride Festival has been held in Seattle for 32 years.
For the last 22 years the Pride Festival has been held at Volunteer Park. The Pride parade is an important part of the festival, and this year the parade will be held on Fourth Avenue , between downtown and Seattle Center , in order to expand parade participation and audience.
This year, the Pride parade will be broadcast on television for the first time, culminating with its arrival at Seattle Center. The Pride Festival, June 24 th and 25 th , will include two days of entertainment and celebration, 30 food vendors, three stages, and more than community booths. Admission is free, and large crowds are expected. For the Pride Festival, Seattle Center will provide the grounds, facilities, equipment and labor.
The Pride Festival will reimburse Seattle Center for all labor and other incremental costs. Seattle Center will also receive a percentage of concession and merchandise sales, as well as parking revenue.
